While it is presented as a consumer protection measure, it creates severe penalties, expands enforcement power, and could restrict lawful access to kratom products for responsible adults. Illinois should focus on reasonable safety standards without creating a framework that punishes retailers and consumers through excessive criminal and civil penalties.
